The play would have been upheld if if challenged. The NFL is saying it was a penalty and not a mistake.

Typically the NFL avoids contradicting their refs, especially with game-altering calls, unless it is completely and utterly blatant to the point of being absurd. NFL protecting their own, and also playing politics to try to defend a widely criticized rule change (even if in reality, it's not being properly applied).

If you enact rules wherein refs on the field can be overturned in real time via a challenge, versus making the NFL choose sides well after the fact and after a bad call turns into the difference between a win and a tie, then it becomes less of a political issue.
