Green Bay has piled up roughing-the-passer penalties at an alarming rate through two games, leading to some frustration on how to handle QBs.

The more the NFL tries to tweak the rules the worse it becomes.

Why not have an official in NYC review and over turn poor penalties? The rest of the replay challenge is "they want to get the call right." Refs make bad calls on penalties just as often. Let's get them right too.
Teams are so close in ability it only takes 1 or 2 wrong calls by officials to turn a game.

The rules are as vague as possible, because organized crime wants to manipulate the outcome of games. Like they did to us this weekend.

Also seemed tone that we were supposed to win the 2014 NFCCG, but not beat the spread. Then again, wtf do I know?

Speaking of which, big props to nerdmann this past gameday chat. The only bitch I have was the constant faulting of Ha Ha Clinton-Dix. It might have been just one person, or a few.

It’s ridiculous.
They said Matthews lifted and drive Cousins into the ground.
Looking at it over and over, he not only didn’t lift him, he made sure to not land with his weight on him, and put his left hand on the ground to make sure he didn’t put his weight on Cousins when they hit the ground.
If they are going to do that, then they should put flags on the QB and when you pull one off, he’s down.
If a ref can’t tell the difference between roughing and just a tackle, they shouldn’t be on the field.

If the league is going to stem the rising tide of fan disenchantment, they're going to have to implement some mechanism for overturning obviously erroneous judgment calls in a manner that doesn't cost teams for availing themselves of it. Your idea seems as good as any. It should be available for any penalty that results in change of possession or automatic first down. Ideally, it would be available for any fifteen-yard penalty or spot foul, but I think my suggestion would be a good first step.

Another idea I've toyed with is requiring a plurality or majority of officials to see an infraction and toss their flags for a penalty to be assessed. Just as the homeplate umpire can defer to the third-base umpire, I think football officials should have to concur in judgment too. If an infraction is so subtle that only one official sees it, it's probably not worth calling. I know that goes against the traditional notion of specialized officiating roles, but I'm comfortable with that. Punish the lawless but let the players play.

The Clay play. Kirk is off his field prior to Clay making contact as he was heaving the ball down field. Maybe Kirk's left toe is still on the ground, but his momentum is what brought him off his feet, not Clay picking him up or "burping" him.

1. It can slow the play down even more as the refs run into a huddle to see if play X did something to player Y.
2. Loyalty. These guys work together a lot of games. Some of them do DI college games too. Too often one ref will kowtow to another for the sake of "Their Team".
3. SOmetimes the backside offical can't see the infraction. For example the receiver/defender are looking back to the LOS and the defender grabs the receivers face mask for an instant. The official between the line and receivers can see this but the ref behind them may not. It's a large area. 22 men all running hard (in theory) Big bodies with lots of padding/protection. Expecting 2 or more refs to see the exact same thing isn't possible. That's why having someone who is removed from the equation, who doesn't have to eat dinner with the other refs and who has the luxury of multiple camera angles seems like the best solution.

Having one or 2 officials in NYC review infractions also leads to more uniformity of the rules.
