Not only does neither Matthews nor Kendricks lift the quarterback off the turf, both actually directing their force at a downward vector toward the turf from the moment of impact.

According to Tony Corrente, the penalty was called because the official saw Clay Matthews pick the quarterback off his feet. Leaving aside the question of whether that should be against the rules (personally, I don't think so, but that's beside the point), the video evidence showed conclusively that Matthews never did any such thing. If the league is going to stem the rising tide of fan disenchantment, they're going to have to implement some mechanism for overturning obviously erroneous judgment calls in a manner that doesn't cost teams for availing themselves of it. Your idea seems as good as any. It should be available for any penalty that results in change of possession or automatic first down. Ideally, it would be available for any fifteen-yard penalty or spot foul, but I think my suggestion would be a good first step.

The NFL is not backing down from this penalty call. In fact, they're doubling down by using that play in an instructional video showing how the tackle did represent an infraction.

1. It can slow the play down even more as the refs run into a huddle to see if play X did something to player Y.

2. Loyalty. These guys work together a lot of games. Some of them do DI college games too. Too often one ref will kowtow to another for the sake of "Their Team".

3. Having one or 2 officials in NYC review infractions also leads to more uniformity of the rules.

It's definitely a pickle but something worth pondering.

It sucks all around. We are going to see great tackles being flagged for roughing the passer... or we won't.

IMO neither hit should be a penalty.

Eli was getting pummeled far worse than Cousins last night. Heck even Tom Brady took a worse shot. It seems the league gets rid of one means to control the outcome of the game with the catch rule and replaced it with another. Is this the NFL getting to be WWE NFL, before the XFL comes back?

Fixing overlegislation by further legislation is laughably insane, but I know reducing the complexity of the rulles will never happen in today's world, thus my original idea.
