I had a more in depth comment that disappeared before I could post it. Basically Moore is a 4th round pick and Gute may want to give him a second chance. That's not completely unreasonable. Shep is a small school UDFA and has a better chance of sliding through to the PS. Shepherd reminds me of all the other TC wunderkind.

If he was placed on the practice squad he would still be working on his first chance.
Nobody is going to pluck him to put on their 53, the kid can't catch a cold in January.

Tori Gurley, Shaky Smithson, Chastin West, Diondre Borel, Miles White, Jeff Janis, Charles Johnson, Jarrett Boykin why not throw Jared Abbrederis in there even though he was drafted in the 5th round? He still had plenty of fan love going on. More than his position on the team deserved.

That's only part of the group. Perhaps Shepherd is going to be the exception rather than the rule. I sure hope so. It's interesting you mentioned DD. While looking I came up with this jewel from Rockmolder 5 years ago-

I can't imagine a single scenario in which Boykin doesn't take the nr. 3 receiver role this year, apart from him shooting Rodgers or something, much less that he doesn't make the team.

It's pretty much this way every year, though. We bring in some shiny late rounders and UDFAs in at WR and they're the next Donald Driver.

For a year, at least, 'till the new crop comes in.

I mean, Tori Gurley, Shaky Smithson, Chastin West, Diondre Borel, Miles White...

Boykin is the perfect example, really. He was that shiny new UDFA just two years ago.
