The 39M cap space is for the top 52 contracts [Technically, only top 51 count right now, but I figure from 53 contracts because we're starting the year with 53 guys]. Perry's signing made him #53 guy so his entire cap figure counts against the 53.
Now Barclay's 1.3M deal only reduces the spendable cap by 800K, because a guy making about 500K is now bumped to #54 and his contract wont count against the cap.
And yes, the draft pool is 5.7M and the first pick is just under 1.8M; but for each drafted guy that makes the top 53 contracts, a guy making about 500K is bumped off, so the net affect to the spendable cap to sign all the draft picks is just under 2M.
