The lack Vet benefits is not new. I remember hearing about dozens of stories of Vietnam Vets not getting VA help for their exposure to Agent Orange. They didn't get help on their version of PTSD. Those were Democrat controlled Congresses. Republican controlled ones have not done any better.

Last year the VA decided to make it more difficult for Vets to file claims. They added a few inches to the red tape procedures. My son has been working at one of the Chicago VAs as a part of his Masters Degree. He is so fed up with the lack of real assistance by the people who work at the VA he has decided to seek employment elsewhere. He discovered that when one of his coworkers complained about the apathy of the management of the VA, the coworker did not get the promotion he was suppose to get.

The truth is no Congress is willing to spend the money. Vets make up a very small group. They don't always vote. It is extremely easy to overlook them. The average citizen says they want to Vets taken care of but 99% of the people do nothing more than post something on one of the social media outlets and they think they have accomplished something great. Without 51% of the people telling their Representatives to raise their taxes to cover the necessary funding it will never happen.
