It's not being punished. It is simply the facts. I am sure they looked at other measures including busing people in. It would be a logistical nightmare. Instead of Green Bay the NFL should consider Milwaukee.
It is not as simple as hotel rooms. They need too many upscale 4-5 star rooms. They need restaurants. A lot of them. More than a few Perkins or Krolls. They need more than overall accommodations than is possible in a small city. They also have to be located within a certain area. People are not going to want to stay in Appleton or Oshkosh. Most of the time I stay in one of those towns for a game. There are plenty of rooms because everyone else is in Green Bay. I am not fussy. I have stayed in Motel 6, Super 8 and la Quinta to name a few.
You can't have it both ways. You can't thump your chest and brag about following a team in the smallest city (By a wide wide wide margin.) and then be upset when the powers that be tell us the city is too small for our network needs.
As far as the PGA event is concerned, I guess that means the NFL draft weekend draws a whole lot more people than a golf outing. Let's face it 20-30,000 people at a golf event is a lot. 150,000 people at a draft is not.

Besides lodging there is another thing to consider - is there a facility large enough in GB to hold the draft itself? They'll need a stage/auditorium with enough seating for the audience, a "green room" for draft picks plus ample meeting rooms for NFL execs and owners. One viable option I found was the KI Convention Center downtown but I don't know if it has an auditorium to broadcast the draft from. Another could be the Resch Center right near Lambeau Field.

But yes, the NFL has been trying to turn the NFL draft into a week long event, inviting players from all 32 teams to do appearances and signings and interviews and trying to turn it into a major week event, where I'm pretty sure Philadelphia shut down a couple of streets for... where that might be harder to do in Green Bay, finding that much space, and lodging and the weather would be worse than say Philadelphia, while Detroit might have enough room inside.
