I am assuming her dogs are just "normal" dogs. Dogs are aware if their owner is distressed, and will generally stay with a distressed owner. And staying with that distressed owner, they most likely would have barked had someone come close.
That's assuming they are real dogs and not "Paris Hilton" type dogs that will make quick meals when the zombie plague starts and survivors are looking for anything to eat.
Back to the original point - cops tend to be "process oriented people" instead of "results driven." On top of that, their egos get in the way of them actually doing a real service. This Peterson guy could have been a hero by simply going out, following his ears, and finding Mrs. Brien. Instead, the cops told him to stay put and Mr. Brien is now a widow.
Had the policeman been working for a results driven company and not been a "civil servant," whose main interest is to follow procedures instead of do his job, he'd be out of work.
