If you have 4 players at somewhat the same level, and one of them actually would fill a need on your team, wouldn't you pick that guy?
That's what I would do, at least.
Piling up players at a position you have well filled already won't help you much if you ignore a glaring hole.

If you had unlimited roster spots, then you could have several more WRS.

If all talent is 100% equal? Yep, draft for need. But it rarely is, especially with the whole "The draft is largely a crapshoot" thing.
