Short of an amazing draft signing, I see no way that Anthony Hargrove won't be a starter this season. Who do you think would be higher than he on the depth chart? Wilson or Wynn?
You read way too much into the phrase "build around" anyway. My point is that Ted Thompson doesn't place nearly as high a premium on pristine character as some people think, and he has plenty of signings that prove this -- dating all the way back to Koren Robinson.

Ted Thompson is on record saying that players are people and make mistakes and sometimes need a change of scenery. When has he every said or even implied of the need of pristine character? Hell, when has the phrase "Packer People" ever been defined by anyone by the Packers????
Maybe I'm undervaluing Anthony Hargrove, but he hardly seems to me like any sort of an answer to the Packers DL issues. Thus, I don't think it'll take an amazing draft signing to replace him, or keep him from starting. I think a 3rd or 4th round selection with promise would suffice.
