No, I simply meant from a physical standpoint he has very little improvement left to make. Peaked is an adjective meaning approaching or constituting the maximum. By saying Rodgers' physical development has peaked, I was saying he is now developed as a passer. I do not know why it has such a negative connotation, as a person can reach their peak long before going into decline.

He's got years before he's reached his peak. A RB peaks in his late 20s. A QB peaks in his early 30s nowadays.

The word "peaked" in the past perfect infinitive phrase "to have peaked" is not an adjective at all but rather the past participial form of the verb "to peak."

And even you had been correct in your assertion that you'd used "peaked" as an adjective, the adjective still has precisely the same denotation as the verb. "Peaked" means "having or rising to a peak."

So the point stands: if he's peaked, he's about to decline. If that's not what you were trying to say, use a different word. 😛
