It also gives them a chance to keep an extra S and an extra CB for the first 6 weeks while they figure out if guys like Shields, Underwood, Lee, Bush, Peprah, Martin, etc. will step up and play. And then they can reload after week 6 with some (hopefully) healthy veterans from the PUP.
Those first 6 weeks might get a little ugly, though.
