Okay, not the best title so let me clarify what I mean.

Whenever you draft a rookie player, especially those who do not have a chance to start immediately, they get put somewhere lower down the depth chart, are game inactives or part of the practice squad.

I was under the impression that those players are asked to run the scouting plays for whatever opponents the Packers happen to play against the upcoming week. So how is it that players become better and better, especially at the Packers playbook, if often they're just running the looks the Packers expect other teams to be giving?

Not sure how an NFL practice is run.. But when I played, we had team vs. team practice and scout practice (either team D or team O). Typically, after warmups and individual practice, we'd run the team practice/scrimages. Then last would be the scout practices. Overall, only 25% of the practice was run with scout offenses/defenses. This is not including film study, either.
