Why, because with the automatic conversation the dead cap limit goes up the same amount...
because that amount is now a sunk cost and anyone whom understand basic business knows you should never made any decisions based on a sunk cost because it's in the about oanyone can do about it.
So there is actually more reason to keep him, not get rid of him, this is just the media not understanding how the cap relates to reality!
