It's interesting that Uncle Ted never brings in FAs well none that count against the comp cap. Make that he doesn't bring in any young Fas who don't count against the comp cap. It seems to always be a sliding scale. I get frustrated that he doesn't acquire the eye popping game changer from time to time but there are not that many out there.
Brooks is not going to change the game. He won't become Def Player of the Year Woody. He won't become 10 sack Peppers.
What he will be is:
Needed depth at the OLB position.
A change of pace player that allows CM3 to move inside a few times a game.
A safety net that allows Fackrell, Elliott and Biegel more time to develop.
At worst he will eat up a little money this year and be gone. If he is lousy he won't even be activated for games. If he is mediocre he will stand on the sideline and trot out for 3-4 snaps to allow CM3 to catch his breath. If he is good he will be a solid part of the rotation. If he's great he will get another contract for a couple of more years.
