Honestly that makes me feel less comfortable... mainly because I doubt trust Walterfootball assessments of players... they seem great at assessing the hype and collecting info (so they're great at some stuff), but I've never thought actually ranking them was one of their strong suits.

Also because I think they straight up took some of that info from Vogel's NFL.com profile ... of course if you look at Walterfootball assessments it surprisingly exactly follows NFL.com's grading of the punters that were invited to the combine. Kinda surprise the order exactly matched...

Of course, whom ever did NFL.com grading had his best three of his best 4 punters grades on guys who didn't go to the combine. So Vogel was graded 5th best punter for that person.

its easier for the Punter to be the holder, that way long snapper, punter and kicker can work together basically without interruption. If it was being done by a position player, they would be split between their positional drills and holding.
