He could, but the odds are stacked against him. I recently attended a lecture presented by one of the top concussion specialists in the country (he also happens to be the physician for the Philadelphia Eagles), and he said that after three concussions, most athletes struggle to return to the field. After five, their chances drop pretty close to zero. I don't see much point in wasting a preseason roster spot on Shields when the Packers could be looking at another player who doesn't have such daunting challenges to overcome.
