I don't think that's the case... the Raiders signed Jones to be their #1 WR and he was their best WR in number of catches and #2 in yards (only behind their deep threat speed WR guy). And according to Rotoworld "Jones, 31, spent 2014 primarily operating as the Raiders' slot receiver." Which I don't think the Packers would primarily use him there as slot just doesn't seem like the right role for him. And of course they were disappointed when Jones didn't play up their expectations (but I also think QB and OL play were also factors).
But anyways, in the offseason the Raiders had the chance of signing the younger Michael Crabtree (who has similar skill set) and for $233,333 less than Jones and they pulled the trigger. Then the Raiders drafted Amari Cooper to be their future #1 WR and didn't need both Jones and Crabtree anymore so they cut the older, more expensive guy... even though he clearly would of been in their top 4 WRs and could of possibility been their #2 (if he could beat out Crabtree and the speed WR).
As for the Giants (who have Marshall Newhouse as their starting RT fyi) have some pretty good WRs, that just have struggled to stay healthy. The Giants signed Jones in case they weren't going to be healthy and I didn't watch their preseason games but Jones lead the team in catches and yards and seems like he might have more potential than the Giants #4 WR Preston Parker.
