Consensus implies agreement in total. So, yes, if I find one major player who doesn't see it the way you claim, that would be a consensus breaking find. Can't have consensus if someone is dissenting. So, my one who agrees with me is not a consensus, but, rather a consensus buster.

Consensus may be defined professionally as an acceptable resolution, one that can be supported, even if not the "favourite" of each individual.

One dissenting view contrary to the majority opinion represents an exception to the consensus, not invalidation of the consensus.
