I was surprised to hear that the number was only a dozen. Of course if you take the 30 years before Favre/Rodgers, you get a rather different number.On that resembles, er, the other NFC North teams.

In the 90 years from 1921 through 2010, the Packers had 48 QBs start at least 1 game. Alot of those were injury starters. If you limit it to main starters (not injury starters), the number is closer to 26.
