I thought it sounded a bit high too, but rotoworld thinks otherwise.
"The National Football Post's Dan Pompei confirms that "teams in need of a quarterback are taking a good look" at Green Bay's Matt Flynn.
The Packers reportedly believe he's ready to be a starter, but obviously he's not going to get that opportunity in Green Bay. Pompei thinks the Pack could fetch a second round pick for Flynn, but don't be surprised if they hold onto him for one more year after Aaron Rodgers suffered two concussions last season."

If we are able to get a 2nd round pick out of Flynn, we should do it in a heartbeat, especially if it's the Titans. They have the 8th overall pick, so their second would be the 40th overall pick. We can continue to groom Harrell as our backup and pick up a decent veteran or draft another late round guy for next season. I suppose it's a bit of a risk in the event of Rodger's missing a game or two, but surely we could find someone good enough to fill in for a game or two if needed.
However,
I've seen a few mock drafts that have the Titans taking a QB 8th overall (Blaine Gabbert). If that's the case, I doubt they would be trading their 2nd for Flynn.
Regardless, if we can get a high 2nd round draft pick for Flynn, I think it's an easy decision.
