He has dropped two sure-fire TDs this year. I think one was during that losing streak we had (maybe Bears?). I can't specifically remember what game the other one happened in.
I'm not sure if A-Rod has complete trust in Quarless yet. Maybe that explains his lack of opportunities.

You could also be thinking of the one he dropped against the Vikings that was ruled a TD but would not have held up had it been reviewed. I remember that one, but I wasn't counting it against him. It wasn't exactly an easy catch anyway.
So yes, there are doubts about his hands, but I will still say this: Receivers drop passes sometimes--especially rookies. I wouldn't say that the drops are a red flag at this point. And he has made some nice catches.
P.S. I googled "Andrew Quarless dropped pass" and found several references to the one in the Bears game, but no others.
