Wow, this must be one of the shortest, most transparent bills ever proposed in the history of the United States Congress. The complete text follows:

Mr. FRANK of Massachusetts (for himself, Ms. BALDWIN, Mr. PAUL, Mr. ROHRABACHER, and Mr. HINCHEY) introduced the following bill; which was referred to the Committee on the Judiciary, and in addition to the Committee on Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

To eliminate most Federal penalties for possession of marijuana for personal use, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.


This Act may be cited as the `Personal Use of Marijuana by Responsible Adults Act of 2009'.

SEC. 2. ELIMINATION OF CERTAIN MARIJUANA-RELATED PENALTIES.

Notwithstanding any other provision of law, no penalty may be imposed under an Act of Congress for the possession of marijuana for personal use, or for the not-for-profit transfer between adults of marijuana for personal use. For the purposes of this section, possession of 100 grams or less of marijuana shall be presumed to be for personal use, as shall the not-for-profit transfer of one ounce or less of marijuana, except that the civil penalty provided in section 405 of the Controlled Substances Act (21 U.S.C. 844a) may be imposed for the public use of marijuana if the amount of the penalty does not exceed $100.



I like it. Anyone can understand that bill. No legalese or anything.

Yeah, I was disturbed when I saw Barney Frank's name on the bill too, but hey, even a dead clock is right twice a day.

It does look like a good bill. It must be some sort of bizarre accident, or more likely, the staff of one of the co-sponsors wrote it and they threw Barney up as front man. That's my guess.

Off-topic (well, sort of). It appears marijuana hasn't slowed down Ricky Williams. Dang was he impressive last night. Had his drug of choice been tobacco, I highly doubt you'd see him this good at the late age of 32 (which is ancient for a starting RB).

Williams has anxiety disorder. I have a family member with it so I'm pretty aware that this is not something to scoff at. It's hard to relate to someone with it, but when you see the person go through anxiety, you'd be glad you're not him.

He was on Paxil for it but stated marijuana is "ten times better" for him. I'd agree. Who knows what Paxil does to your liver?

They should give some more publicity to what he went through.

I recall him giving interviews with his visored helmet on because he couldn't talk in front of the camera normally.

It's a pretty crapy thing to suffer from. Especially since the only way you geto ver it is by just facing your fears. Like with most mental problems, really. I don't think he can ever fully recover from it, but he already looks a lot more comfortable. You can see it in the little things like talking on the sidelines, not having his helmet on on TV anymore, giving interviews. Those are absolutely huge steps. Especially just talking to teammates on the sideline.

That's what I'm scared of for the guy. The absolute smartest person I've ever known, and this is really saying something because I've known some really smart people in my day, has anxiety disorder. He wastes his genius in a house that is so disgusting that the city confiscated his dogs. Yes, it's not even fit for dogs to live there.

With all that genius, he can't do anything. Pretty much any social interaction paralyzes him.

I fear the same thing will happen to Williams and I'm almost positive marijuana is better for him long-term than Paxil.

Wow, that's pretty sad. Has he ever been in touch with a psychologist? Because he's not going to take that step himself. It's the hardest one. From there on out, it'll only get easier.

Funny thing is, once you get these assignments to do from your psychologist, you're afraid not to do them, if you know what I mean, in fear of making him/her angry. You really have no choice from there on out. And you'll be glad you don't in the end.

I remember when I find out I had it. I kept it to myself for ages. On one day, though, when my father was out, I snuck behind his PC, searched up "Sociale Fobie" (=Social Anxiety Disorder) on wikipedia and left that page standing on his screen. He got the hint and got me to the docter etc.

The guy might've given all kinds of hints that he wants help. They're usually so subtle, that you won't notice them. The thinking process is rather skewed. You'd wish someone would notice, but you don't want to speak up, if you know what I mean. You can't speak up, actually.

Erm, weed, yes, legalize it.
