Can't believe you are parroting the bullshit bankruptcy lie.
Here is some facts. Healthcare is expensive, ACA didn't make anything cheaper, it did the opposite. what is the cause of that is government interference. Every dollar of medical expense we run through insurance increases the cost 15-20% just in insurance company profit. Overall in the business world, if a company can operate on 15-20% overhead, they are doing great most companies run that just on employee salaries. The only reason Insurance can do it is because they use our premium dollars to generate other revenue. That is something government can't do so government will never be able to provide the same service any cheaper.
The best way is to make people more self sufficient. Rather than dumping all or dollars into the insurance companies bank accounts, dump it into the peoples HSA accounts and let them use some to buy cheaper catastrophic coverage. Or even let groups pool their money and self insure. On average insurance gets about 8K for a persons insurance, then the person has another 3000-4000 in deductible before Insurance start paying, how is that affordable? That is around 10,000-12,000 a person could put in their HSA. Those same people until age 50 average less than 4000 in medical expense a year. By the time a person reaches their senior years, they would have a huge nestegg for medical care.
Then we need to actually look at how to bring down the actual medical cost that drive the higher prices. Nobody has even thought about that discussion.
