Unused space is useful in two ways:

2. have cap room to roll over into next year, where you can add left over space to next year's cap space and have even more space (to sign your own players, other free agents, etc.).
I don't like back-loaded contracts, either, but I can live with Cobb's. In addition to the cap continuing to grow, you have Peppers ridiculous cap charge ($12+ million) coming off the books after year 2, so it's easier to absorb Cobb's increase. It also sounds like Bulaga's contract doesn't have those ridiculous cap charge increases in later years, so that makes it easier too.
