What makes you believe a contract wasn't offered to Matt Flynn and Matt said nah...?

I think if Aaron Rodgers had troubles staying on the field, the Packers would have offered up a nice contract to Matt Flynn. Something between starter money and backup money. I think under that scenario, Flynn may have signed a 2 year contract.

Matt Flynn puts up gaudy stats, but only has a .500 record as a starter. No team will chase that with big money. 😛

The real key is the math regarding the difference between Finley's tag and Flynn's tag numbers and the value of their compensatory picks.

If they do nothing they will get a 3rd round compensatory pick in 2013 draft.
They can do better.

They could franchise Flynn and then let his agent look for trading partners and negotiate Flynn's new contract.
The QB tag is about 14 million and the process could take a few weeks (Corey Williams type deal).

If they can't work out anything the Packers sign Flynn for 8 million a year or less are better off.
Any team offering draft picks and more than 8 million a year, Flynn is gone.

Finley a TE, has a franchise tag of about 5-6 million.
They might only get a 5th round compensatory pick for Finley.

Thompson is smart. He will get something done. Flynn is worth far more than a third round compensatory pick which is worth more than Finley. Get the bounty of draft picks for Flynn and play a game of negotiation chicken with Finley.

Getting a deal done with the more valuable player (in cap dollars)Flynn quickly will make the offseason go smoother.

Wouldn't it be great to get a first round pick this year from say Cleveland or Washington? (#4 or #6)

They will negotiate his contract, but we will be signing him to it and then trading Matt to them. Then we get our draft pick(s) and keep the tag for Finley. I'd say Seattle or Cleveland would be our best bet.
