So he missed, like, four games in his entire college career, and they were all in the first year? Doesn't sound injury prone to me. What does matter, obviously, is that he's been perpetually injured as a pro, and it's especially concerning that he injured his knee in a non-contact drill.
I would think that a "significant" amount of time would be at least a couple of games, but if it was going to be half the season or more, I would expect them to put him on IR. Even if they don't do that right away, it doesn't mean they won't, though. They might be waiting to see how well he recovers from the surgery.
