This is from 2005 so it is pretty old but I thnk the amount of tickets has remained the same.

Brown County residents can sign up for the chance to purchase single-seat game tickets. The deadline this year was March 17, but people can register for next year. The 2005 season will mark the third year that 4,000 seats per game are available to Brown County residents. Registration forms are available at the Packers' ticket office, the Packers Pro Shop and the guest services desk in the Lambeau Field Atrium. Fans can fill out the form, and with the proper identification (picture I.D. and proof of Brown County residency), register in person. Residents who have already registered do not have to re-register.

I found a more current story at packerforum.com . They truncated the story and their link to the orginal site does not work.

The Green Bay Packers are reminding Brown County residents who have not previously registered to sign up for the chance to purchase single-game tickets for the 2010 season.

The registration period is currently underway and will run until March 1. Forms are available at the Packers' ticket office, the Packers Pro Shop and guest relations desk in the Lambeau Field Atrium. Residents who have registered in the past do not need to sign up again.

The upcoming season will mark the eighth year that 4,000 seats per game are available to Brown County residents.

As was the case during recent seasons, if a 2009 selected resident who received tickets for a preseason game is selected again to be able to purchase tickets in 2010, he or she will be guaranteed tickets to a regular-season contest.

I think it's a little misleading to say that tickets would be "available" if they sold single game tickets on the primary market. Not only would you have a huge fan base clambering for tickets as soon as they are for sale, you would have people who have no interest in going to the games working the system to scoop up as many of the tickets as possible so they could turn around and make a big profit.

Here is something that shocked me. I never imagined that any team would have unused tickets that they would be returning.
This is from the Packer website. 

Packers Single-Game Tickets
From time to time, a visiting team returns tickets for a game at Lambeau Field. When such an occasion occurs, the tickets will be made available immediately on Ticketmaster.com. The Packers are pleased to offer this easy and efficient method to purchasing tickets, if they are available.



Fans interested in checking on ticket availability should log on the week of the game to determine if any are available.

Online, click here for the link to Ticketmaster.

Over the phone, tickets can be purchased by calling Ticketmaster toll-free sales number at 800/745-3000. The toll-free Ticketmaster Express number, 866/448-7849, also can be used. It is a self-service information line utilizing an automated system. A TDD (Telecommunications Device for the Deaf) number also is available at 877/474-4TDD.

In-person sales will be conducted at a number of Ticketmaster locations, including Boston Store locations in Brookfield, Glendale, Greendale, Janesville, Madison, Milwaukee, Racine and Wauwatosa. Other in-person locations are Younker's in Green Bay and the Milwaukee Theatre.

That's where the occasionally available gameday tickets I mentioned earlier come from. There's the tickets awarded to Brown County residents, and then there are the tickets given to opposing team fans. If they're not all used, anyone can buy them.

Responses to miscellaneous comments in the thread:

1. Having single game sales isn't going to provide scalpers an opportunity to jack up prices. Scalpers have no affect on ticket prices. Prices are driven by what people are willing to pay. Scalpers merely take advantage of people who do not have the time or ambition to sell tickets at a premium or purchase them cheaply.

2. Tickets are available through the box office, but only when tickets held by the Packers are turned back in. Tickets are held back for the opposing team, VIP's, marketing partners, etc. If they are not used the Packers make them available to the public. They can be purchased usually the Wednesday, Thursday, or Friday before a home game; you need to call the Packers for availability.

3. Tickets are also available on game day for the same reasons as #2. However, many people and scalpers know about this. It's hit or miss to get tickets this way and to be honest, it's usually a miss. Late December games when the Packers are out of it are the best times to try getting tickets this way.

4. Season tickets are available through a USER FEE, not a Personal Seat License. A PSL means you are the legal owner of the seats. A User Fee grants you the right to use the seat. It may sound like semantics but there is a huge difference. A User Fee means you do not have any control over the seats which gives the Packers more advantages.

5. The User Fee per seat is $1400 for the Green ticket package and $600 for the Gold package. The fee is refunded to you whenever you give up your tickets (paid by the new season ticket holder). The Packers do not receive any of this money, it was used to pay for the 2002 renovation.
