I don't think it would be as much of a problem as people think it is. For one thing, Hail Marys aren't nearly as common as some people think they are. For another, deep bombs are low-percentage plays; it's not like most of them are catchable anyway. For yet another, defensive backs are graded on how many long plays they give up. There are only so many 15-yard plays they can give up a game before they get benched (not to mention, if they keep mugging the receiver, they're going to essentially hand the offense a first-and-goal situation).

What such a rule change would do is reduce the number of reckless passes that are thrown up purely to provoke a game-changing penalty. I think that would be a good outcome. Outcomes of games should never hang on penalties like that, in my opinion.

I think the reason they don't change the rule is the league like's the reckless passes. The NFL likes the big play because it makes the games "more entertaining" when they're filled with highlights. I know others disagree but this is why they amped up PI calls in the first place--to make the league more pass-centric.
