In the West Coast Offense - or its multiple versions - short passes function similar to the running game: three-to-five yard gains. This type of ball-movement should also leave possibilities for making LBs / DBs bite, albeit with different routes, such as those containing double moves, or having Rodgers pump fake.
I guess what I am trying to say is that having a running game would not have made the difference between a win and a loss tonight.
