Stiffening the prison sentences for DUI wouldn't accomplish a thing, as history has abundantly shown. If I'm not mistaken, there were something like 128 capital crimes in Elizabethan England (for offenses ranging from murder to petty theft), yet executions still took place on a daily basis. Humans will do what they want to do, since they always assume that the reward outweighs the risk or they perform them in the heat of passion or the spur of the moment. In none of these cases will deterrence accomplish anything.
