I took your post with the tone that it was pointless to debate/argue/complain about these issues because of the jacked up politicians. If that's not the tone you intended, I was mistaken. I take care of my own responsibility. And as much as I would LOVE for the masses to do the same, I know I can't control that. I'm still going to remain outspoken about these issues, though.

There were actually a significant amount of debate about the issue of national roads during the era in which our Constitution was written. The consensus was that people should only have to pay for roads they actually use. A number of proposals for national systems of highways were proposed in the early years of our Republic, and they were defeated for that reason. That is why the only provision for federal roads provided in our Constitution is for that of "postal roads" to be operated by the Postal Service. (The federal government uses them, so the federal government pays for them.) Our Founders have been opposed to the Department of Transportation funding system we currently have because it parcels out money in a manner that favors local populations; in other words, people who will never use roads must still pay for them. This violates the intent of the "General Welfare" clause, which is intended to ensure that federal expenditures are only made for causes that favor the entire nation. The Founders envisioned a system in which states and local jurisdictions -- and more importantly, entrepreneurs -- would build toll roads, so that only those people who actually used the roads would pay for them. This seems like an equitable system to me, and with the modern technology available to us, would be quite easy to implement. People could buy "subscriptions" for roads they use regularly -- like the iPass in Illinois -- and thereby whizz down those roads with a minimum of inconvenience. For roads they used rarely, they could plunk down their change the few times they drove down them. If all 300 million people in this country were paying tolls regularly, we wouldn't need as many toll booths either, since the overall income would be higher.

If a private company runs the I-35 bridge, they have every incentive to ensure it's structurally sound, because they will get sued into oblivion if it collapses on their watch. Not to mention that a private company would certainly have insurance to cover such an eventuality. I would think it would be much easier for a company to monitor the structural integrity of a single bridge or road (or a small series of them) than for a monolithic entity like the DoT to monitor an entire nation's worth of roads.

Something else to consider: It's been well known for years that Congress continues to fund substandard paving materials for our highways due to vociferous lobbying by union organizations against the higher-quality pavements that have been used in Europe for decades. Year after year competing technologies massacre ours in durability tests, yet we persist in using them. That's why the interstate system is essentially falling apart after 40 years, necessitating annual maintenance, while the Nazi-built Autobahn system is still in good condition with relatively little repair. (Hence the old adage: "Hitler built good roads.") It boils down to simple greed: The unions fear that if better paving techniques were used in this country, they would have less work repairing the same stretches of road annually. They would prefer to churn out shoddy work every year than improve the quality of their craftmanship. By contrast, private companies would have every incentive to use better pavements that wouldn't break down so quickly, so the end result would be more durable roads -- with less inconvenience to customers (for that is what drivers are) due to annual construction. And if they chose to be skinflints and not maintain their roads, people would choose alternative routes and they would go out of business.

Something that is being lost in all this road talk is the economic growth that maintaining the transportation system provides.. which in return fills the coffers back up in tax revenue from the growth.

Tourism is also being ignored..

What economic growth? Every year we waste money repairing the same roads over and over when we shouldn't have to. If we built quality roads that lasted longer, we could divert those funds to other purposes that help our economy in probably more substantial ways. If I bullheadedly persist in roofing my house with shitty shingles that I have to replace every year, I'll never have money for a new hardwood floor or an extra bedroom. I'm stuck maintaining the same old, same old instead of expanding my living space.

I don't care what material you use, asphalt, concrete, or rubberized asphalt; there is no such thing as a repair free highway.
