If you're underneath, and can't make a play on the ball whatsoever, including tipping it away, you are out of position. The most memorable one of these was on a 3rd down play, late in the game, Bush went underneath and jumped but couldn't swipe at the ball. Luckily the Lions receiver couldn't hold on for an almost sure first down.

But the play you are talking about with the Lions WR dropping it, Bush was playing the passing lane instead of covering the player, which I think is fine. It's interesting to note that Bush could have had an INT there, but the ball went through his hands. As Capers said after the game, he expects Bush to make the interception there. Talk about having athleticism - Bush has it in spades.
Also it should be noted that Bush was commended for recognizing that FitzSimmons was going to run an underneath route, and then cutting underneath FitzSimmons and having the ball thrown stright at him. Again, Bush has to make the INT there, no excuse for dropping it.
That said, I think it's obvious that Bush is not the best at playing the ball. But he has the talent to be a useful cog at Nickel going forward.
