Of course...
1. Half the year the population is frozen and so can't do anything to each other or to themselves.
2. The other half of the year they're sleeping, they're so bored, so any crime etc is just a dream.
3. Life in nanny states is, by definition, supposed to be safe. Why am I not surprised that the Bostons and the Portlands of the country are also on the list.

wtf...I have to make sense? That's no fun. :)
But I"ll try to elaborate and make sense of my previous gratuitous regional insults:
1. It's Minnesota. It's cold. It's harder to assault each other wearing mittens.
2A. It's Minnesota. It's boring. Boring tends to be safer than non-boring.
2B. It's Minnesota. It's sleepy. Most encounters with "non-safety" events while sleeping are in dreams.
3. Safety is overrated. I'd rather have a bit higher crime rate than live in a nanny state. I think Minneapolis has a lot going for it. Beats the crap (metaphorically speaking) out of most of Iowa. I just don't think safety should be on the short list.
