The Packers winning the Super Bowl would result in them being the greatest franchise. The media reacts on emotion and not logic.
With that said though I do think that the Packers and Steelers are clearly the best two franchises in the history of the NFL. I would probably put the Cowboys, Bears, and Giants to round out the top five.

Given those criteria, it's hard to identify one franchise as "best", but I suppose those five teams could be called "great".
For "best" you have to quantify. How many world titles? How many Hall-of-Famers? How many infamous games?, etc.
