Sounds like Policy wants to extend the HC and GM, but won't do it this off-season. They both have two years left.

If they have two years left, then this is standard NFL procedure, to wait another year before doing it, and nothing to see here.
My understanding is that Head coaches and GMs usually get like 4 year extensions. Where other coaches usually get that first contract, and once it runs to 1 year, keep getting an additional single year extension unless one side decides go into the final "lame duck" year. I haven't heard about Scouting Staff, and I don't know if they treated like GMs getting multiple years, or if they're treated like coaches and just getting a rolling additional year extension every year.
The comment about wanting to keep the Packers in Green Bay was interesting. Maybe I'm just a critical nutjob, but it comes off like a scare tactic to get money later on.

The Packers want invest $1.5 billion into Lambeau field, BUT before they do that, they're demanding an extension on the City or County Lease Agreement for Lambeau Field, to be 30 years.
And the Mayor, or some Politician is basically ignoring the Packers, saying the lease is currently already long enough, as it runs through 2032. And the Packers have written and given 3 proposals, while the other side has not written a single one, and Packers feel like they, and their potential $1.5 billion investment are being ignored. I don't think I have a good feel for the mayors side of the story, if there is one, so this might be biased towards the Packers.
Also there was another one, where I think Brown County (is that right? I'm not from Wisconsin) or whatever County made some sort of agreement with the Packers to start a tax fund, through hotel taxes or whatever. This fund has done great job building a large fund, which is supposed to be used by the Packers, for improvements and events, etc.
Some of the county politicians noticed it, and wanted to divert the money to their political projects instead, saying the Packers have enough money, and we should be using this money for the people (actually their political projects, which they claim are for the people, but the projects looked highly partisan). And I think Packers President made some sort of threat that if that money was taken away, that the Packers would have to considered moving as the politicians failed to keep their commitments and programs that help benefit the Packers, and Packers have done work setting the programs up too.
Basically taking a shot at the politicians, saying sports teams move, if you hold them back too much.
