As a rule of thumb I try not to click on Florio articles, did it mention how it was getting paid for (self funded, investment, taxpayer money)?

No idea. I didn't click the link. I know it wasn't tax payer money though as that ended years ago and I believe over $15 million was returned locally. That tax was 53% approved. Isn't that kind of crappy? So 47% almost HALF didn't want it but got stuck with it anyway? Those who said yes should pay, those who said no should be free of it. Anyway, that ended awhile ago so my guess is the money from the shareholder sales contributed to it as well as the money raked in from Titletown District.

Weird you don't ask about the display and only ask about how it's being paid for.
