Ted did bring in Koren Robinson all those years ago. It's not like he never does it, just far less often than those really unknown raw players.

Peppers had been coached by DL coach Mike Trgovac (with the Panthers)
I haven't found a direct connection for Pickett and Woodson, but both have an indirect connection of Packers coaches leaving the other teams right before drafted Pickett/Woodson and still could of had connections. Packers DE coach Carl Hairston was the Rams DL coach the year before they drafted Pickett. And Packers CB coach Lionel Washington was with the Raiders (as a player) the year before they drafted Woodson.
TE Kellen Winslow Jr. connection is that he and Packers new TE coach Brian Angelichio were both on the Bucs for an offseason together... before control freak (head coach) Greg Schiano got annoyed he couldn't control Winslow and traded him away.
