They weren't HoFers at the time. Bart made them so by willing them to 5 championships even as they were aging and going into decline.
Sure, the running game was more important back then, but Bart also called his own plays, and btw, he threw INTs more rarely than Aaron Rodgers.

Bart Starr was terrific, but he also had a ridiculous supporting cast. A team that you couldn't even get together in this day and age, because of all the parity rules and professionalisation of scouting.
Starr never had the passing rules Aaron Rodgers has. Hence, he also never had the passing weapons Rodgers has.
