I expect Hyde to be a starting safety next season, so no, I don't think we've found our starting punt returner. You don't subject starters to that position. I still remember when Tramon was doing it as our #1 corner and I cringed until I saw him stick his hand in the air.

The Eagles still use DeSean Jackson for punt returns do they not. The Raiders used Tim Brown for a while when he was their #1 WR. The Bears used Devin Hest...OK skip that one. Th point is having that threat is a huge part of the game. If your best guy happens to be a position player so be it. Yes, ideally if you can find someone of equal ability to just be a return guy (and backup d-back or #5 or 6 WR then fine but if not, go with the guy who can get the job done. If using Someone like Cobb or Hyde on kick off returns means we have an average starting position outside our 20 I say go for it.
I know we went through all of this last off season so I don''t really want to hash it out again because I'm sure no one has changed their minds on it but it is a legitimate debate. A debate, which I will point out, that has no right or wrong position, just opinions.
