Never heard of that and no top-level domain needed for Bavaria. I feel comfortable with .de, as do all Bavarians. It's more a kidding stuff like you do with North Dakota, nothing serious. If 15 other regions would mean it serious, no problem to change the domain to .at. We're more familiar with them anyway, but as long as this is not gonna happen (and it won't the next 25 years), I stay with .de.

That said, Germany could not afford to lose Bavaria, as it is the far best region from economic perspective.
