Green Bay Just because the Green Bay Packers have more than twice the National Football League average for available cap room doesn't mean they intend to save it to sweeten their bottom line during recessionary times.

Team president Mark Murphy made that emphatic Friday when asked what his plans were for the Packers' $17.902 million surplus beneath the salary cap.

"To build for the future," said Murphy. "The key is identifying the right players and extend contracts and secure the right core players for the future of the organization."[img_r]http://media.jsonline.com/images/199*193/greg91809.jpg[/img_r]

Only the Tampa Bay Buccaneers with $29.65 million have more space than Green Bay. The average is $8.33 million.

In Tampa, general manager Mark Dominik fielded questions Wednesday from the Tampa Tribune regarding the commitment of the Glazer family that owns the franchise.

The large surplus isn't unusual during Ted Thompson's five-year run as general manager. At the close of the 2008 league year, the Packers were $9.42 million beneath the cap and elected to roll it onto their '09 cap. Only five teams rolled over more.

Arizona and Buffalo decided against carrying any money into 2009 and put it back into general coffers. Cincinnati, in effect, did the same thing.

The Packers reported a net profit of $4.02 million for fiscal 2008, their lowest since 2001. Their average net profit from 2002-'07 was $21.2 million.

Since extending the contract of Greg Jennings on June 24, Thompson and vice president Russ Ball haven't been heard from on the re-signing front. They have 16 players, including nine starters, with contracts due to expire after the season.

I am confident that the Packers will do the right thing, running back Ryan Grant said. I think they have done it in regard to a bunch of guys in this locker room skill position-wise.

Green Bay's adjusted cap this year is $137.4 million.

If the players union and management don't agree to extend the collective bargaining agreement, 2010 would become an uncapped year. In that event, the requirement for unrestricted free agency would jump from four to six years.

Chad Clifton, Aaron Kampman, Ryan Pickett and Brandon Chillar will have had six or more accrued seasons and become unrestricted regardless. However, Nick Collins, Jason Spitz, Atari Bigby, Daryn Colledge, Johnny Jolly, Will Blackmon, John Kuhn and Derrick Martin would become restricted free agents with little chance to attract lucrative contracts.

"Like everybody, we're planning differently," said Murphy. "We're really going to operate as though we're with a budget and under a cap system. We'll continue to be disciplined."

Although final calculations are unavailable, the Packers have about $4.5 million of so-called "dead" money counting against their cap.

Kabeer Gbaja-Biamila leads the contingent at $1.571 million, followed by
Brian Brohm ($1.24 million),
Abdul Hodge ($202,000),
Duke Preston ($200,000),
Anthony Smith ($175,000),
Jamon Meredith ($172,500),
Charlie Peprah ($162,943),
Brett Favre ($158,060),
Jamarko Simmons ($103,176) and
Tracy White ($100,000).

It's a worryingly long list of names that might become free agents at the end of the season. In order I'd prioritise them as such:

Chad Clifton
Nick Collins
Aaron Kampman
Daryn Colledge
Jason Spitz
Johnny Jolly
Ryan Pickett
Atari Bigby
Will Blackmon
John Kuhn
Derrick Martin

Obviously a lot could change between now and the end of the season: Kampman's transition to the 3-4, Clifton's knees, Jolly's legal problems. But that's a rough order in which I'd like to see free cap space spent.

Clifton won't be back. Hopefully Meredith will be ready. Colledge will also be in the mix. But there is no way Clifton comes back for another year. MARK IT DOWN!

I'm shocked we're paying Jamarko Simmons so much. Has he been signed by any team yet?

This seems to be part of the Thompson strategy. He always seems to like to have plenty of cap space, and he is good at making sure that it doesn't go wasted.

Signing Rodgers used up a big chunk back then, Jennings is signed. That money will go to signing some of our players and charge a good portion of that to this years cap.
The world needs ditch diggers too Danny!!!

You also have to remember guys like Chad Clifton, Aaron Kampman and Ryan Pickett are already be paid a good bit. Heck even if we resign Clifton that's probably going to free up some space because he probably won't be paid like he's currently being paid.

The order I want to resign them is...

Aaron Kampman (depending how he plays)
Daryn Colledge
Nick Collins
Jason Spitz
Brandon Chillar
Ryan Pickett
Johnny Jolly
Chad Clifton
John Kuhn
Will Blackmon
Atari Bigby

Derrick Martin (I don't know enough about him).

Chillar is one underrated guy I want us to hold onto.

Spitz and Colledge are two of our better players on a somewhat shaky OLine, losing them would leave us pretty thin.

If Collins adapts to the 3-4 he's someone to tie up long term.

OT may be a problem area on both ends of the line next year if Clifton is let go (as expected).

I hope Meredith steps up but relying on a practice squad player to start at LT in 12 months seems pretty desperate.

(I didn't realise we were still paying BLF).

I don't think Clifton will be back next year, either, unless it is for a modest contract. I expect the Packers to take a left tackle in the first or second round next year.

Kampman would be #1 on my list. I think he will play well enough in the new defense to be worth holding onto with a big-time contract, and I wouldn't be surprised if they start talking contract in the middle of this season. He's got at least 4-5 really good years in him.

I think Clifton will definitely be back, or even franchised, providing he plays decently this season. The early struggles at RT this year, despite having a whole offseason to address the problem don't bode well for finding a LT in the next year. The Packers have no-one on the roster who can play LT outside of Clifton unless they're planning to shift Colledge outside in the long term. They obviously didn't see enough in Meredith as the LT of the future to keep him on the roster despite the fact they managed to keep Dietrich-Smith who's essentially the 3rd choice center.

Thompson doesn't like to draft for need and I don't think he'll go into the offseason having his hand forced into drafting (or even signing a free agent) at one of the most important, and highly paid, positions in the game.
