Find a package where the Packers used more than 2 TE's?
I recall non other than maybe FG's...
We are a pass first team with a high number of 3 and 4 WR sets..
So I think we load up on special teams and keep a TE on the taxi squad in case Lee or Finley can't go.. but I don't think any of the FB's could fill in more than emergency at TE...
3FB's and 2 TE's giving the special teams a lift with more flexibility..

I can't recall using more than 2 TE's in one set. I do recall a lot of shifting around between the 3. And what hasn't been can still come. Having a 3 TE set with three good receiving TEs like we have (I found our TE position very mediocre, but Humphrey is great for a Nr. 3 TE) and two of them who can block reasonably, we'd be very unpredictable. Especially since we use so many 3 and 4 WR sets.
I see your point on special teams. I just think that a third TE, who's a O-line/TE tweener would be great as a developmental player and he'd be perfect to get on to the field in running formations. A 3 TE set with a guy like that lining up next to the tackle could make for a good running and receiving formation. Then again, we could put such a player on our practice squad.
I just don't see that much of a use for 3 FBs. Not even with our wish-bone formation. I'd like some depth along most positions, but do we want to keep Kuhn on the active roster just to see him line up with the offense 10 times a season and haven an ok special teams player? He doesn't have the raw run blocking skill that Quinn has and doesn't have the receiving skills that Hall has. I don't know, I'd rather have a rookie or something. Maybe a linebacker or keep that 4th RB on the active roster.
