Mississippi Department of Human Services sues Brett Favre, others over welfare misspending

JACKSON, Miss. -- The Mississippi Department of Human Services on Monday sued retired NFL quarterback Brett Favre, three former pro wrestlers and several other people and businesses to try to recover millions of misspent welfare dollars that were intended to help some of the poorest people in the United States.

The lawsuit says the defendants "squandered" more than $20 million in money from the Temporary Assistance for Needy Families anti-poverty program.

The suit was filed less than two weeks after a mother and son who ran a nonprofit group and an education company in Mississippi pleaded guilty to state criminal charges tied to the misspending. Nancy New, 69, and Zachary New, 39, agreed to testify against others in what State Auditor Shad White has called Mississippi's largest public corruption case in the past two decades.

In early 2020, Nancy New, Zachary New, former Mississippi Department of Human Services executive director John Davis and three other people were charged in state court, with prosecutors saying welfare money had been misspent on items such as drug rehabilitation in Malibu, California, for former pro wrestler Brett DiBiase.

DiBiase is a defendant in the lawsuit filed Monday in Hinds County Circuit Court, as are his father and brother, Ted DiBiase Sr. and Ted "Teddy" DiBiase Jr., who also were pro wrestlers.

Ted DiBiase Sr. was known as the "The Million Dollar Man" while wrestling. He is a Christian evangelist and a motivational speaker, and he ran Heart of David Ministries Inc., which received $1.7 million in welfare grant money in 2017 and 2018 for mentorship, marketing and other services, according to the lawsuit.

White last year demanded repayment of $77 million of misspent welfare funds from several people and groups, including $1.1 million paid to Favre, who lives in Mississippi. Favre has not been charged with any criminal wrongdoing.

White said Favre was paid for speeches but did not show up. Favre has repaid the money, but White said in October that Favre still owed $228,000 in interest. In a Facebook post when he repaid the first $500,000, Favre said he did not know the money he received came from welfare funds. He also said his charity had provided millions of dollars to poor children in Mississippi and Wisconsin.

Months ago, the auditor's office turned over the demands for repayment of misspent welfare money to the Mississippi attorney general's office for enforcement. White said in a statement on Monday that he knew the attorney general's office eventually would file suit.

"I applaud the team filing this suit and am grateful the state is taking another step toward justice for the taxpayers," White said. "We will continue to work alongside our federal partners -- who have been given access to all our evidence for more than two years -- to make sure the case is fully investigated."

The lawsuit filed Monday said Favre at one time was the largest individual outside investor and stockholder of Prevacus, a Florida-based company that was trying to develop a concussion drug. The suit said that in December 2018, Favre urged Prevacus CEO Jake VanLandingham to ask Nancy New to use welfare grant money to invest in the company.

The suit also said Favre hosted a Prevacus stock sales presentation at his home in January 2019, attended by VanLandingham, Davis, Nancy New, Zach New and Ted DiBiase Jr., and that an agreement was reached to spend "substantial" welfare grant money in Prevacus and later in its corporate affiliate PreSolMD Inc.

The suit said the stock was in the names of Nancy New and Zach New but also was for the financial benefit of Favre, VanLandingham and the two companies. The lawsuit demands repayment of $2.1 million in welfare grant money that was improperly paid to the two companies in 2019.

The Associated Press on Monday called a number once listed for Favre Enterprises and a recording said it was no longer in service.

Attorney General Lynn Fitch and Gov. Tate Reeves said in a joint statement on Monday: "Our purpose with this suit is to seek justice for the broken trust of the people of Mississippi and recover funds that were misspent."

Davis was chosen to lead the Department of Human Services in 2016 by then-Gov. Phil Bryant -- who, like Reeves, Fitch and White, is a Republican. Davis retired in July 2019, and he is awaiting trial on criminal charges in the misspending.

Brett DiBiase pleaded guilty in December 2020 to one count of making a false statement. He said in court documents that he had submitted documents and received full payment for work he did not complete. He agreed to pay $48,000 in restitution, and his sentencing was deferred.

I don't get it. If Favre DOES owe 1.1 million, why wouldn't he just pay it right away and not have all this negative press?
That is, IF ITS TRUE.
The guy must be able to afford it
The cost to fight it probably would cost him more for law fees.
To me, the only way he should fight it is if he didn't do it. Then the cost to clear his name would be worth it.

Zero2Cool (7h) : DL Coach DeMarcus Covington
dfosterf (10h) : from ft Belvoir, Quantico and points south. Somber reminder of this tragedy at Reagan Nat Airport
dfosterf (10h) : So eerily quiet here in Alexandria. I live in the flight path of commercial craft coming from the south and west, plus the military craft
dfosterf (10h) : So eeri
Mucky Tundra (13h) : Now that's a thought, maybe they're looking at the college ranks? Maybe not head coaches but DC/assistant DCs with league experience?
beast (14h) : College Coaches wouldn't want that publicly, as it would hurt recruiting and they might not get the job.
beast (14h) : I thought they were supposed to publicly announce them, at least the NFL ones. Hafley was from college, so I believe different rules.
Mucky Tundra (15h) : Who knows who they're interviewing? I mean, nobody knew about Hafley and then out of nowhere he was hired
beast (18h) : I wonder what's taking so long with hiring a DL coach, 2 of the 3 known to interview have already been hired elsewhere.
Zero2Cool (27-Jan) : Packers coach Matt LaFleur hires Luke Getsy as senior assistant, extends Rich Bisaccia's deal
Zero2Cool (27-Jan) : Chiefs again huh? I guess another Super Bowl I'll be finding something else to do.
Mucky Tundra (27-Jan) : Chiefs Eagles...again...sigh
dfosterf (27-Jan) : Happy Birthday Dave!
Mucky Tundra (27-Jan) : happy birthday dhazer
TheKanataThrilla (26-Jan) : Exactly buck...Washington came up with the ball. It is just a shitty coincidence one week later
buckeyepackfan (26-Jan) : I forgot, they corrected the call a week later. Lol btw HAPPY BIRTHDAY dhazer!
buckeyepackfan (26-Jan) : That brings up the question, why wasn't Nixon down by contact? I think that was the point Kanata was making.
buckeyepackfan (26-Jan) : Turnovers rule, win the turnover battle, win the game.
packerfanoutwest (26-Jan) : well, he was
TheKanataThrilla (26-Jan) : Eagles down by contact on the fumble....fuck you NFL
Mucky Tundra (26-Jan) : I think this games over
beast (26-Jan) : Eagles sure get a lot of fumbles on kickoffs
Mucky Tundra (26-Jan) : This game looks too big for Washington
packerfanoutwest (26-Jan) : that being said, The Ravens are the Browns
packerfanoutwest (26-Jan) : Browns, Dolphins have longest AFC Championship droughts
packerfanoutwest (26-Jan) : As of today, Cowboys have longest NFC Championship drought,
beast (26-Jan) : Someone pointed out, with Raiders hiring Carroll, the division games between Carroll and Jim Harbaugh are back on (who can whine more games)
beast (26-Jan) : I'm confused, Pete Carroll and Brian Schottenheimer? When Todd Monken, Joe Brady, Kellen Moore, Kliff Kingsbury and Zac Robinson are availab
Zero2Cool (25-Jan) : Any reason I'm catching a shot here about my intelligence?
Martha Careful (25-Jan) : thank you Mucky for sticking up for me
Martha Careful (25-Jan) : some of those people are smarter than you zero. However Pete Carroll is not
Mucky Tundra (24-Jan) : Rude!
beast (24-Jan) : Martha? 😋
Zero2Cool (24-Jan) : Raiders hired someone from the elderly home.
dfosterf (24-Jan) : I'm going with a combination of the two.
beast (24-Jan) : Either the Cowboys have no idea what they're doing, or they're targeting their former OC, currently the Eagles OC
Zero2Cool (23-Jan) : Fake news. Cowboys say no
Zero2Cool (23-Jan) : Mystery candidate in the Cowboys head coaching search believed to be Packers ST Coordinator Rich Bisaccia.
beast (23-Jan) : Also why do both NYC teams have absolutely horrible OL for over a decade?
beast (23-Jan) : I wonder why the Jets always hire defensive coaches to be head coach
Zero2Cool (22-Jan) : Still HC positions available out there. I wonder if Hafley pops up for one
Zero2Cool (22-Jan) : Trent Baalke is out as the Jaguars GM.
dfosterf (22-Jan) : Jeff Hafley would have been a better choice, fortunately they don't know that. Someone will figure that out next off season
Zero2Cool (22-Jan) : Aaron Glenn Planning To Take Jets HC Job
dfosterf (22-Jan) : Martha- C'est mon boulot! 😁
Zero2Cool (22-Jan) : Thank you
wpr (22-Jan) : Z, glad you are feeling better.
wpr (22-Jan) : My son and D-I-L work for UM. It's a way to pick on them.
