The XFL only allows 25 seconds between plays compared to 40 in the NFL.
Rodgers has a difficult time getting the ball off in 40 seconds, he would really suck in the XFL.

Part of the problem is waiting for the call. Part of it is getting players lined up correctly. Part of it is reading the defense and since it's a weaker set of players he wouldn't have to worry as much about their formation.

25 seconds is incredibly quick. Going to be rushed. 30 seems better.

"Getting the ball off" could be interpreted as a synonym for "busting a nut." That, combined with the reference to Rodgers sucking, doubled down on the inadvertent metaphor.
