The contract was not reduced in value, nor does it make it easier to move on from him if they so desire. They shifted some of the money he was going to earn anyway into a different bucket (that he has now earned), using up the left over cap from this year, and spreading some of the cap hit into future years. This should make it easier to resign players like Kenny Clark, Bryan Bulaga, and Aaron Jones.
This is likely a smart move. I think it's safe to say the current team is better than most expected this year, so accounting tricks to free up cap space for next year is probably a good idea. By the time they feel the (relatively minimal) pain of this move, Rodgers will either be worth the contract in retrospect, the Packers will suck and won't be a few million a year away from being good, or they'll have a new QB on a rookie contract, and will be able to absorb the extra hit.
