There are a couple of reasons that over 40% of roster players are rookies and UDFA's.
1. The salary cap , most teams have their franchise QB, then their 2nd salary players, very few 3rd salary players, then players on rookie contracts and udfa's.
2. About 50% of all draft picks end up out of the league within 2 years.
Ted's specialty was finding those late round and udfa players who ended up getting a 2nd contract.

Compare 2005 FA period to 2019(to this point,not over with yet).
I think you will see they resemble each other very much.
What draft picks that didn't pan out in 2015, Gutey traded or released.
He set this year up as to not to have to sign any current player to a 2nd contract.
His plan all along was to be able to hit FA hard, hopefully he hit big time!
All 4 guys were signed to what would have been 2nd contracts had they been with the same team since being drafted.
With the Packer players who will be FA's next year, I don't think he will be dipping into FA near as much.
Hopefully he hits a couple of home runs in this year's draft and he won't have to go looking to fill holes.
