It's a bit more complicated in the NFL, but Rodgers could walk away after the 2019 season as a 36 year old who'll get the most ridiculous NFL contract in free agency up to that point. I asume that's the way the Packers organization has been thinking about this for the last ten years now. I can imagine he's been consulted on quite a few moves on the offensive side throughout his career. Both so they keep him motivated (Unmotivated players are the worst kind you can have) and happy. This could be one of the few moves that go directly against his wishes, even if the Packers or the coaching staff couldn't really do anything about it.
Also, I find it hard to say something about a quote without hearing the speech and context behind it. The meaning behind a quote like this can be totally skewed when you see it isolated like this.
