My opinion, it will be later this offseason when Collins and Jennings are re-inked..
Like a few have mentioned above, the players are gauging the market for their perspective positions and will gather some type of baseline number to engage in talks from. Now, a player like Jennings or Collins has to understand that they will be getting that money a season ahead, so a little bit of adjustments will need to be made.. in other words the Packers have their rights for another season of bargain yet.. so to avoid risking injury that would impact the deal they would get they need to make some adjustments to the provisions.
I have confidence that both deals will be done before a snap of regular season ball this fall... mid summer deals post draft... and it will be the Packers dime to wait til then.. let all the options of the draft and FA play out.. then ink them if they still fit into the long term vision.
