Outside of Larry Fitzgerald who has been productive with scrubs, nearly every player one could point to as an elite WR benifits from quality QB play.
While I won't dismiss the fact that GB runs a very good system and has the best QB in the NFL, this doesn't tell the whole story. Greg Jennings left GB to play with Christian Ponder/Matt Cassel/whoever else they had, and his play significantly dropped off. Give Jennings even an average QB and he might have looked a lot better. The difference between Aaron Rodgers and Tony Romo or Matt Stafford is much, much smaller than the difference between Rodgers and Christian Ponder. This is after two injury riddled down years in GB, for all we know Jennings would have dropped off in GB as well.
James Jones went to Oakland, and aside from a significantly lower average than he typically has, his performance wasn't much worse than when in GB.
Anyway, this theory has already been debunked with regard to Jordy when he played half of 2013 with Matt Flynn and Scott Tolzien and still produced at a high level. If Jordy was simply a product of Aaron Rodgers throwing him the ball, there would have been a big dropoff there.
